This was discussed recently in another thread. It's the proper tlhIngan Hol pronunciation of "qeylIS."
The Klingon speech in this show actually matches the language that Marc Okrand came up with for the Trek movies, unlike all the gibberish on TNG, VOY, DS9 and ENT.

I watched the film 'The Elephant Man' a few days ago. The one from 1980, with John Hurt and Anthony Hopkins. I was struck by how much the makeup for the Discovery Klingons resembles Joseph Merrick's condition....the elongation of the skull, the heavy forehead, the appearance of the skin, etc. And even when they speak they seem to struggle somewhat, as if it is an effort to force the words out, even with their own language.
It's the pronunciation from the King James Version.
I like to make fun of how Trek treats language (and how the UT doesn't make any sense if you think about it), but the idea of aliens having regional accents appeals to me.
If Kirk and McCoy and Scotty can have different accents, despite all coming from Earth, Klingons from across the Empire can have different accents . ...
