Even when watching Generations all those years ago, I never believed that Starfleet was just going to leave Kirk's body there. What I wondered about was Picard lugging Kirk's body all the way back up to the top of that outcropping and then finding the smaller stones to actually cover the body up with.

In the IDW comic Reflections, Spock comes to Veridian III and disinters it and takes it back to Iowa and buried Kirk on his family's farm.
