Why does Daystrom have Kirk's body?

Weyoun: Ambassador Spock. The prime minister is expecting you.

Spock: I'm expected?

Weyoun: Of course. He is anxious to meet you. After all these years, we were beginning to think you weren't coming. Now, please, this way. May I present Odo, prime minister of the Dominion. And this is Ambassador Spock.

Odo: I trust you're going to enjoy your stay. Please. And now to business. You will be delighted to hear that we are on schedule. 200,000 units are ready with a million more well on the way.

Spock: That's... good news?

Odo: Please tell Commander Data that his order will be met on time.

Spock: I'm sorry. Commander--

Odo: Commander Data is is still a leading member of Starfleet, is he not?

Spock: Commander Data was killed almost ten years ago.

Odo: I'm so sorry to hear that. But I'm sure he would have been proud of the army we've built for him.

Spock: The army?

Odo: Yes, a clone army of James Kirk, and I must say… one of the finest the Dominion has ever created. Moreso than the Jem'Hadar or the Weyouns.

Spock: Tell me, Prime Minister, when Commander Data first contacted you about the army… did he say who it was for?

Odo: Of course he did. This army is for the Federation. But you must be anxious to inspect the units for yourself.

Spock: That's why I'm here. :vulcan:
 
Kirk was there as a fanwank Easter egg, much like every aspect of Picard Season 3.
Should've shown Paul Wesley's face behind the door to really rile up the fanbase.
Just imagine the alternate reality, where we get both "Star Trek: Legacy", set on board the new Enterprise, with Paul Wesley as Kirk, and "Star Trek: Year one", set on board the old Enterprise, with Paul Wesley as Kirk, running on Paramount+ at the same time.
