It'll take a while, but boys will cosplay as Thirteen. I've seen girls cosplay as Ten and Eleven so it will happen. Hell, I like Thirteen's rainbow top, I would be happy to wear it.
My Doctor Who paraphernalia is mostly from the Fourth Doctor era. I've got the hat and scarf (not a long enough scarf, but since I'm much shorter than Tom Baker I probably couldn't handle the whole authentic one anyway).Something I noticed at Shore Leave, a media sci-fi con held near Baltimore every summer, over the weekend -- there was almost no Doctor Who cosplay this year, but what there was was all thirteenth Doctor. No one dressed up as Ten. No one wearing a fez. But there were women, and girls, wearing the striped blue shirt, suspenders (or bracers, depending on which side of the Pond you're on), high-waisted pants and boots, and some even had the coat.
Does the lack of Whovian cosplay mean that Doctor Who is a mess or in decline? I doubt it. Media sci-fi is a very different landscape now than it was eight or ten years ago when Doctor Who was at its peak, and Shore Leave is, frankly, an aging convention. One convention is not a trend.
The article has a whopping mistake in it. Trudeau was 43 when he became Prime Minister, not 39. The Canadian Prime Minister who was 39 when his party won the election was Joe Clark. That was in 1979, and while he wasn't hideous, he was still not very photogenic (the political cartoonists routinely made fun of his ears).That sounds like a compliment.

I said this on a panel.at a con two years ago, and I stand by it -- I could see Matt Smith wearing Jodie"s costume very easily.
I don't think anything could quite beat Colin's outfit. But its no match for Ten's trenchcoat or Twelfth's hoodie, I agree.

Thirteen: slightly hippy art teacher
I will admit I was NOT fond of Eccleston's leathers which I initially saw as rather "street punk". However, when someone used a variant of the description above, "U-boat commander", it suddenly "clicked" for me, even the close cropped hair.
A similar thing happened concerning the Mondasian Cyberman. Until 2006, I was not keen on the "ski-mask" look. But then a fan said two seemingly innocuous words, "surgical gauze", and suddenly the "body horror" concept slammed home and they have since become my favorite design!
The U-Boat Captain comparison was actually made in the show itself, by Captain Jack in either The Empty Child or The Doctor Dances.
