Why didn't Janeway give the Kazon Replicator technology?

I hate hair care, I just tie the bugger back and ignore it.

But if an advanced being (DoBa) was to gift the Kazon with seeming useful technology which down the line is just a disaster laying in wait to pounce, you have to wonder if DoBa is gifting or dooming the Kazon wittingly or not.
