Why did holographic bullets work?

Um, actually it wasn't - hence the confusion. Nothing was mentioned in the movie about the holodeck replicating "props" for use in holodeck simulations, as Lily said: "I thought you said it was all just a bunch of holograms..."
 
Well, even if they were holographic, and therefore made of light and forcefields... forcefields are basically solid. You can't pass through a forcefield. A small, SOLID object shaped like a bullet and traveling at the speed of one is going to penetrate you just like a real bullet. I think safeties would've made the forcefield dissipate before it hit someone.
 
So eh...

The holodeck uses more power than a photon torpedo contains when 'charged' right?

So what if you turned off the safeties and made a Hiroshima program? Wouldn't it blow up the ship?
