Why can't they say "Prime Directive" on this show?

Elements of TAS are certainly canon by virtue of being used in the live action productions, but it doesn't follow that TAS is therefore canon.

TAS is kinda a grey area. It wafts in and out of canon depending on who is in charge on any particular Tuesday. :)

Or at least that's my understanding.

There was a time, yes, when it was declared officially "non-canon," but things have loosened up since then.
 
It works for me, whether TAS is or is not "officially" canon. The live-action shows and films have borrowed from TAS, such as Robert April. If April was (or wasn't) canon before he was referenced in a live action Trek, then he certainly was after he was referenced.

We know that TOS uses the term "General Order" (such as General Order 24), so DSC's mention of General Order One can be both borrowed from the animated series AND it can be consistent with TOS since TOS used the term General Order.

That was true before TAS hit the DVD circuit, but CBS declared The Animated Series as canon when They included it on the Official Star Trek site back in June of 2007.

And, even back in the old days, "Yesteryear" and Robert April were generally regarded as semi-canon or whatever.
 
It might be that the term "Prime Directive" is not considered the official name of the order at this time. Just like the term "Prime Minister" in the UK was long considered a commonly used, but incorrect, term for the First Lord of the Treasury. However, in later years it became the standard.
 
It's sort of the best of all worlds here. The train for "Landing Party, not Away Team!" sailed already with ENT where both expressions were used in parallel, several times. The ship for "GO1, not Prime Directive!" is still boarding on platform 9 3/4, though; the writers can use this to create a distinction for mid-23rd century if that's their wont.

Maybe they figured out that they were supposed to be paying someone for the "Prime Directive" and don't want to take a chance on having to pay them (or their estate) for it now?

Is it ok to include Kzin in current and future novels or is that an issue with Niven's estate (if you can say, I am really curious to know)

It’s not a novel, but STO wasn’t allowed to use them, so they created their own cat race, the Ferasan, as a substitute. As nod to the Kzinti, they put the Ferasan homeworld in the same spot as the Kizinti homeworld as it was shown in the Star Charts book.
 
FWIW, if ENT had made it to a fifth season, we would have got an episode featuring the Kzinti. And of course they appeared in a TAS episode. So I can only assume that any rights issues regarding their use in novels or TV have been smoothed out.
