Why can't they say "Prime Directive" on this show?

Title says it all. Since Disco started, every time the Prime Directive comes up everyone refers to it as "General Order 1" rather than the Prime Directive. What the hell's the deal there? For every other Trek show it's always been the Prime Directive with the term General Order 1 only being used a handful of times. Now Disco comes along and is using General Order 1 all the time and has not once said Prime Directive.

Why is this?
Just be glad it's not General Order 01.

Maybe they figured out that they were supposed to be paying someone for the "Prime Directive" and don't want to take a chance on having to pay them (or their estate) for it now?
An open top car isn't the best way to travel the Universe. ;)
 
Pike was also erring on the side of caution.
Better to be able to say Officially "We didn't Interfere" to the Bosses back home, than to be held accountable for doing so at a later date.

Though he did fudge it more than a bit at the end, I'm pretty sure he left that part out of his Official Report..

FWIW, if ENT had made it to a fifth season, we would have got an episode featuring the Kzinti. And of course they appeared in a TAS episode. So I can only assume that any rights issues regarding their use in novels or TV have been smoothed out.
They planned an episode, but due to cancellation it never got further than a story outline or first draft script.

More recently, James Cawley's New Voyages fan film group planned to adapt that same story but we're barred from using the Kzinti by CBS. They instead planned to use a similar feloid race from a Trek short story, but ultimately the episode was abandoned.
