I’ve decided the list is a huge databank of beloved pets who all happen to share names (and ranks, pet ranks so just for fun) with notable Starfleet personnel.

Indeed, it was Morn's bravery in smuggling out a message from DS9 to Captain Sisko at Starbase 375 that allowed the Federation to retake the station before the Dominion fleet crossed over from the gamma quadrant.
