Employing that beloved sitcom trope of .. Misunderstanding! Failure to communicate! Foibles of not really believable dumbness!

Yeah that does sound like God, from the Eden story arc.
 
I'd say the fool who follows the fool. One person can be a fool, but another person who follows that fool without thinking for themselves, aren't even a fool of their own creation but following the foolish notions and ideas of the main fool, and in order to do this and keep doing it, the following fool has to then compound it by having their own fool reasons for the whole thing. So many fools, so little time to Mr. T to pity them.

It really doesn't matter which is the greater fool, you're still dealing with two fools.
 
There is foolishness and then there is malevolence.
There is foolishness and then there is wilful ignorance.
There is foolishness and there is also a desire to be fooled.
