Whoopi Goldberg wants to appear on Doctor Who

Well, we still haven't seen her yet...make it so!
Well Guinan was a very long-lived being, who could sense disruptions in time, and who wore very strange hats. Perhaps it's time for the Star Trek/Doctor Who crossover which reveals that Guinan is a Timelord.
^ Don't forget that Q was scared of her.
If she did ever come on that would be the most likely way to do it as they do often have bigger name actors for the specials.
Matt Smith was keen to get Whoopi involved in the show back when he was the Doctor.

Reviving because Whoopi has renewed once again her interest in starring in Doctor Who at Edinburgh TV Festival today:
This is just as likely to happen as JMS becoming the showrunner.
That said, I would love to see Whoopi show up as a guest...or even as a companion.

If she ever did appear in the show, it would be a similar situation to Stephen Fry last season. They'd play it up for marketing but then only have her in a few scenes because that's all they could afford.
Will they get Megan McCain to be The Master? Or maybe Sharon Osbourne?

That's just cruel. It's pretty clear that Whoopi, along with the rest of us, can't stand Megan McCain.
That does sound familiar but I don't know if that's actually true or an urban legend, although I'm pretty sure she was uncredited.
That was specifically for Patrick Stewart's benefit. Given this was his first time being the lead in the movie, she didn't want to overshadow him which her being listed in the credits would certainly result in.
Whoopi has always been a huge scifi fan--she's always said so-- so it's no surprise she loves Doctor Who. I think she would be great in a cameo or a brief appearance as some really cool alien.
