Tuvok.

My thinking is if I were commanding, who do I want in charge of security? I think Tuvok is the most reliable and least volatile. Odo and Worf, while excellent at the jobs, both have been known to ignore orders and make questionable decisions.

Anyone can make a questionable decision, did Tuvok make a questionable decision in "Prime Factors"? Clearly Janeway did.
 
I’ll go with Tuvok. I agree.
Certainly not Tasha since she got herself killed. :)

But Tuvok was brainwashed by that crazy Maquis guy after which he almost caused the stranding of all the non-Maquis crew on some random planet...
 
Yeah but he didn’t kill anyone, or die himself.

A non-reversible death sure. But he died at least three or four times over the run of the entire series, plus went Vulcan-Alzheimer's in the last episode's future part.

Absolutely. Anyone can make a questionable decision. However, some decisions are more egregious than others. Tuvok never attempted to blast the viewscreen with a phaser, or destroy a ship without checking to see if it were a military target or one with civilians on board. Those decisions demonstrate questionable judgment.

In Prime Factors, Tuvok's decision to make the trade of Voyager's literature database for the trajector, and assuming blame for the act (instead of Torres, Carey, and Seska), was noble, but questionable nonetheless.
 
And to be fair, Worf also wasn't Security Chief when he was about to blast the viewscreen with Q's image on it.

That doesn't make it any less ridiculous.

It keeps reminding me of Q's sarcastic remark to Worf: "Did you eat any good book lately?" or something like that.:D
 
Tuvok and Odo get my votes-Tuvok is a no nonsense and relatively effective officer, with more than a century of experience behind him. And Yeah that time he went around Janeway's back to trade technology and accept blame for the act was pretty noble-it showed he was willing to skirt or outright break the rules, but he was also more than willing to face the music.

Odo was also extremely effective at his job and usually caught the bad guy more often than not.
