Sure. The more the merrier. Anyone who appeared on ST that was not a regular cast member qualifies as a background character. Mr. Kyle was a great addition. Or a Kirk mistakenly calls him at the end of "The Immunity Syndrome" episode, "Mr. Cowell".

Gotta love the background commanders and lieutenant commanders!

Question: Presumably these uniforms were leftovers from other episodes and just handed out to the extras. Do we ever see a commander in a red uniform with a speaking role? I guess this could be Giotto's uniform, originally, but it seems weird they'd make a new one for a one-off minor character.

My fan-wankage, for why in The Enterprise Incident there are these high-ranking officers never seen before or since, is that they were intelligence officers specially assigned for this mission. I imagine that they were uniformed spies to collect special intelligence and also special forces with orders not to let the Enterprise fall into Romulan hands. The red-shirt commander should have been 3rd in command, or better, capable of countermanding almost any order.
