Two shockingly bad performances - which one to chose?

Wasn't Leeta's "thing" her (deliberately crafted) over-the-top/exaggerated emotional displays? I find it difficult to fault the actor for an intended character trait.

Possibly, I'm not sure - if that's the case then yes that does indeed exclude her.

Kira ugly-crying (and I hate calling it that, because raw displays of grief tend to be pretty horrible) could just as well have been because she'd rarely felt that level of emotion before, or more pertinently, schooled herself not to given her lifestyle.
