Who is the old man in the new Picard Trailer?

I think he's the administrator of the mental hospital from that 80's horror/sci-fi movie Lifeforce.
 
Some old cranky guy who kept telling the local children to stay off his vineyard but they didn't listen. He got so pissed off he decided to take off and go somewhere with no yards.
 
^ Why would anyone suspect he would appear? Trip is obviously long dead, and I don't see CT coming back just to play Charles Tucker VIII or whatever.

Although I wouldn't half mind him turning up on DSC, as Lee Kelso...

Too old. Trinneer is 50. Carr was 29 in WNMHGB which would make him about 20 in DSC. Cheaper to get a new actor than to de-age him via FX.
(P.S. Carr has the dubious honor of being the first supporting character to be killed in Star Trek history.)
