They are Borg coordinated changelings who keep in touch via Borg interlink frequencies (BorgFM). We don’t know how the request to contact Tuvok was handled. Maybe they had to inquire some time in advance, which gave the changelings some time to corroborate their story.
I don't know how to do spoiler tags (assuming they're even necessary at this stage of the thread), but I'm gonna try!
Does anyone know if we actually see the Queen in the last episode, and what she might look like? Krige did her usual awesome work as a creepy, threatening and yet, quasi-seductive voice of the Collective.
Some have suggested she'll wear the face of Beverly. I hope not. We're all in now; all of the chips are ready to be cashed in. I adored Annie but I would be thrilled to at least see Krige's Queen's face one more time.

Yes, per an interview on Collider, Matalas says we will see her, she has the voice of Krige, but she looks worse for the wear because she's taken a beating after her encounter with Janeway, and has a specific purpose for Jack. Maybe this is why the inside of the borg cube (vs unicomplex?) looked super ratchet.
So Vadic's boss said that Vadic's physiology was not as special or complex as she believed. Presumably this is the Borg Queen.
Why doesn't the Borg Queen just assimilate Vadic's group outright, adapt their shapeshifting powers into the collective, and have drone shapeshifters go out and sabotage/infiltrate Starfleet themselves? And yes, the Borg CAN still assimilate people after Voyager Endgame. That was literally the entire premise of one episode of Prodigy, which takes place between Voyager and Picard.
Never watched Prodigy, but the Borg will be depicted as near death and weak at this point.
Thanks to the Janeway virus. The Queen herself will look horrific, that's why they hid her face... but we got a hint of it with the Vadic transmission.
Can Shapeshifters be assimilated? It doesn't look like it. Their biology is very different from the Borg we have previously encountered.

I suspect they have tried, and it hasn't fully taken. The Face already seemed to have some control over Vadic's form. Also in one her monologues, she mentioned how, once their plan came to fruition, there would once again be silence. At the time, I took that line as something to do with the link and disunity within changeling culture, but now, I'm not so sure. I think they might constantly be able to hear the whispers of the collective, and the Queen has promised to release them, but has no intention of keeping that promise.
I mean, that would be nice and all but TNG pretty much threw that out the window with Generations. So I imagine that interconnectivity will continue along because of the building to another big bad or something. And trying that out is super duper cool nowadays because of Marvel and now Star Wars.
Her head was really flared and bulging out backwards compared to the "healthy" makeup seen on any of the three actresses portraying her, making it almost wedge shaped, and I just realized that the Face Vadic was conversing with was also shaped similarly.
