The show
is about Picard so it could be his daughter or granddaughter, thus being true to the show's title and Sir Patrick is on equal footing if not supporting role, which likely isn't the case but is an interesting bait'n'switch from a certain point of view or two.
It also explains "Don't you know who I am!" a bit better than any celeb being pulled over for a speeding ticket, "Sorry but you were doing warp 8 in a warp 3 zone" isn't that compelling. Whether the Borg helped create her, or Q, or Trelane, or the Organians, or Obi Wan Todrinktoomuch... or why, didn't we see something not too much different from this in "Nemesis" where Picard's DNA was used against him?
On the plus side, being a teaser, it is setting up room for perception. BillJ is right, she still could be anyone and after the second viewing it's a lot more clear with dialogue told prior to seeing the big blue cube that the teaser is hyping up a lot of Borg - the good ol' standby crowd pleasing device, which is what VOY also turned to in order to revitalize itself but that doesn't mean she's a shiny new creation of the Borg just because... it'd almost be more interesting if she wasn't related to them. Always have a mystery box, only as long as it's properly explained and not just a bait'n'switch hook. Maybe that's why TNG's teaser was so open-ended, they weren't trolling for the minnows:
Hmmm, I think "Picard"'s teaser seems to be a bit
more interesting - E@F's teaser could have had a couple different scene choices for sure, but at the same time noting the lack of McCoy to get the oldsk00l fans to drool all Pavlovian... also noting McCoy was just a cameo and not integral to the premiere, which I suspect the blue borg cube and newly promoted bartender Seven* are... it's actually rather cool in how teasers have changed since back then.
* not convinced yet but it's only a teaser and nothing more. The premiere will have all the explanations needed to cover developments since then, for Seven and the Borg's new decorative angles and hue, the latter of which I doubt is 'power save' mode enabled (which would be silly)... I can't deny any interest in the new show...
