One thing I never understood is why Troi never felt his attraction toward her.

Who says she didn't? Women do like it when men "notice" us, just because we don't notice back, doesn't mean we did notice in the first place.

Even without her empathic abilities, Deanna was likely aware of Reggie's attraction to her.

In the hands of a lesser talented actor Barclay would've been viewed as a fool. Loved Barclay and loved Dwight Schultz.

Barclay grew on me eventually, with his subsequant appearances on TNG, FC and VOY.

Did Roddenberry really insist on that? Or is that something that gets embellished by fans over time?

That's something that has been stated by people who worked for the show. (actors, writers, producers, etc etc etc)
