It seems to me that only the Federation has a Prime Directive. We are allies of the Klingons, we have not absorbed them. What if there was a situation where Picard and crew came across a Klingon ship about to something that would violate the directive? Would Picard have to act to stop the Klingons? Or would that be violating the non-interfence thingy we seem to employ when dealing with dealings of the Klingon Empire in Picard's time.
And certainly the Romulans, Jem Hedar and Cardassians don't follow such a directive.
So..is the Prime Directive really logical in a galaxy that seems to, as a galactic norm, not follow it at all??
Or is this one of those high-minded concepts? Because, on a tactical level, it seems very restricting.
