Which episode was it where... ?

I remember an episode of Star Trek where some portion of the population on earth were quarantined in special areas... I think it was in San Francisco. One of the Star Trek characters got stuck there because of (I think) a transporter accident. They showed up without ID and so were placed in the quarantined area. They ended up starting a revolution where the people inside the quarantine demanded more rights. Does anyone remember which series and episode it was?

Sounds like DS9 and the Bell Riots.

"Past Tense" The crew of the Defiant is thrown back in time to 2024 on Earth. The United States of America has attempted to solve the problem of homelessness by erecting "Sanctuary Districts" where unemployed and mentally ill persons are placed in makeshift ghettos.
 
A number of major cities in the U.S. (and probably elsewhere) already have de facto "containment zones" for homeless or other "less-desirable" types, and I can recall a news article discussed here a couple of years back in which some political type had proposed the establishment of more formal districts which were startlingly similar to the Sanctuary Districts we saw depicted in "Past Tense".

Well, the US still has ghettos. Think about it.
I know -- I've been in some of them. Not sure what point you were trying to make, though the ghettos and the "containment zones" to which I referred do sometimes occupy the same space (but not always.)
