which big name actor will Captain a new series?

Sammy Rotibi (plays Rodney in Django Unchained, a marginal character who's riveting every time he's on screen).
 
how about Michael Keaton or Val Kilmer as Captain...with Brandon Routh as a Riker like 1st Officer

Speaking seriously, I doubt, that CBS would make any Star Trek TV-shows in 2016. Abrams Universe is not a good place for successful shows and Berman Universe is already far away.
 
If it's around 2016 or so, I'd pick Ioan Gruffudd.

If it's much later than that, some fairly niche popular 20-something actor currently starring in a daytime soap.

Whys is the Abrams universe a bad place for new shows?

Yah, I agree CapKaty. I was thinking of Michelle Forbes. Let's assume Ro got in good with Starfleet again. And after her stint as Admiral Cain on BSG, I'd say she can do the command thing.

Not HUGE names, but....I think Michael C. Hall would be excellent. Oh oh oh! And what about Ray Stevenson and James Purefoy? As I write those two names I feel I favor Stevenson more.

It has to be the Prime Universe, set 10-15 years after DS9.
No, it doesn't "have to be" at all. In fact, that idea may just about be the perfect recipe for disaster! Particularly if you're suggesting some kind of updated yet stylistic continuation of TNG/DS9 laced with fan pandering guest appearances and call backs from those shows etc.

Personally, I believe something fresh, excitng - and yes - action orientated (shock horror) in the JJverse is the future. It doesn't necessarily have to be on the Enterprise, but it should certainly retain the aesthetic of 09 and STID. Please, let's not go back to WELL covered and cultivated ground (no matter how good) and kill the franchise on TV before it even gets (re)started.

As for actors, I have to agree going with an relative unknown is best.
