Where's Barclay?

I'm pretty certain he is accompanying the fleet to the Delta Quadrant, on the Emergency Medical Vessel.
I don't think he's going with them, I don't remember any mention of it in Full Circle... I'm assuming he's staying with Dr. Zimmerman on Jupiter Station...
No, I'm sticking with accompanying, not staying.

If he's not going with Project: Full Circle, i'd love to see him return to the Enterprise. He would be a welcome addition to the new crew, and as a friend for Geordi. He kind of needs it right now...

Well, on page 508 he's at the big gathering in the Mess Hall when Eden announces the mission. I can't yet find the bit where I'm sure he mentioned EMV assignment, so I'll wait for Kirsten to either confirm it or shoot me down, but I'm sure he mentioned it...
Hmm, yeah that would definitely seem like he went with them then.
I did ask Kirsten this in the FC thread and the answer was that yes, Barclay is joining the fleet on the EMV: http://www.trekbbs.com/showpost.php?p=2778025&postcount=75

! Do we know his official role? Engineering specialist is kind of vague. We know that he's an officer, and has been for as long as we've known him, so specialist is not his rank. Most likely he'll be the guy they all go to when the holograms need tinkering or they need an "outside of the box" kind of solution. It's possible that he's the chief engineer on the Galen, but Kirsten probably would have just said that if it was the case. Either way we'll have to wait until Unworthy to find out...

Not too sure on that, it may be, or it may be a ship of other "sentient" holograms, either way, with the EM/CH on board, it will be interesting.
