I think that's a strange argument anyway, since campaigning in rural areas doesn't happen much in US presidential election now with the way the EC is set up.

Fine, but the discussion was about the electoral college. How the EC is set up doesn't really concern how the parties select their candidates, does it? The two states' combined 11 votes hardly matter in the general election.
