Divine isn't referring to the original Kahless from Klingon history, but the clone from "Rightful Heir," who buggered off at the end of The Left Hand of Destiny Book 2 (which takes place in late 2375 shortly after the end of the Dominion War), but had returned in time for the Homecoming/The Farther Shore duology of Voyager novels (which take place in mid-2378 or so, after Voyager came home) and was mentioned again in the early part of the A Time to... series, which Divine's in the middle of, and which covers 2379 (leading up to Nemesis).Canon wise they never say but I think the TNG novel Kahless shows the events of Kahless's life before he leaves. Been a while since I read the book so can't remember if they say where he was going in it.

The Kahless clone plays a decent-sized role in the finale, A Time for War, a Time for Peace, and part of my goal with that book was to explain the apparent discrepancy between his appearances in TLHOD and the VOY novels.
That's what this is all about.Canon-wise, Kahless only appeared the once anyhow, in "Rightful Heir," though he was mentioned in "The Way of the Warrior."

Yeah, that was the impression that I got too.I figured he was wandering the galaxy like Caine in Kung Fu.
