A long way off...but we are always going to need hydrocarbons.

Moreover, plastic to hold other hydrocarbons can also come from there.

I have been wondering if a tether/tube from Titan dangling towards Saturn itself can use Saturn's gravity to pull liquids down if pre-filled.

The tube would need to be about 50,000 km long to reach the Saturn-Titan L1 point. Even if you could prevent the methane boiling off, you have the problem of supporting the mass of the liquid column in Titan's gravitational field and I suspect cavitations might form and separate the liquid. You've still got to provide the delta-V to escape Saturn's gravity. I'm not saying it's infeasible, I'm just doubting if it solves the real problem.
 
You've still got to get the tanks out of Saturn's gravity well on a return trajectory to Earth. It would be easier to extract methane from clathrates on the ocean bottom or stored in the tundra. Release large amounts of carbon compounds could be catastrophic for global warming, of course. Perhaps instead we should try to recycle the carbon compounds that are already present in the ecosphere and investigate ways of converting carbon dioxide and water into carbohydrates and hydrocarbons directly, for example, by solar photothermochemical alkane reverse combustion using titanium dioxide, cobalt, ruthenium or iron nanoparticle catalysts. In that case, we might need to obtain water by combining hydrogen and the excess oxygen by-product. A hydrogen atom is just a proton and an electron and isn't difficult to source. In any case, synthesising carbon compounds from the carbon dioxide and water already in the ecosystem is probably preferable in environmental impact to introducing additional carbon from Titan or by digging up fossil fuels.
 
I'm not sure how measuring the phase for what would effectively be unresolvable point sources (subtended angle of the order of less than 10 milliarcseconds - even for nearby stars) would help discriminate between natural and artificial origin. Across a broad spectrum, the frequencies would quickly get out of phase even if they started in phase. Coherent (that is, having a constant-phase relationship), pulsed, narrow-spectrum radiation would be a strong indicator of artificial origin - especially so at optical and higher frequencies. Natural masing as an example of amplified spontaneous emission does occur, but I'm not aware of it having been observed for wavelengths shorter than microwaves.
