No, it's not.

Two independent clauses may not be separated with a comma.
Comma splices are acceptable in certain circumstances. I'd say that there are at least two reasons why this example would be okay.
 
Didn't you use one yourself? 'No, it's not.'

Two independent parts, which would work by themselves, separated by a comma...

Care to elaborate?
Because Posts are meant to emulate speech, and because the two clauses are brief and have the same structure. I believe those are circumstances outlined in The Elements Of Style that allow for comma splices.

I'm not sure where my copy of that book is right now since it's still packed away from when I moved, so I won't be looking it up. I just don't see why we would accept the comma splice when a semi-colon accomplishes the exact same thing without being grammatically incorrect.
 
Because of the flow of the sentence, at least in my opinion. In this case the semicolon or period bring it to too much of a stop, while the comma lets it flow like a conjunction would. It's like the conjunction is understood.
