Like others have said he put the adult officers to shame too often and it became ridiculous plus he was kinda too much of a goody goody two-shoes for my liking 
In fairness though I thought the character was better once he went to the Academy even though I hated him in his final episode with his attitude towards people before he left but still he did get better once he joined the Academy.
Still my least favourite character from TNG though. Sorry Wes
