I'd always thought it was a grape Knee-High.

Where in Memory Alpha does it say that they were all lost? There are only 4 KIA lieutenant commanders or commanders in the list you yourself provided. What you linked to was the entire crew manifest, as understood by Memory Alpha. Captain Janeway herself is on that list; it's not a list of everyone who was lost! Just because they mostly hid in the bowels of the ship and many were only named in one or more crew manifests (not casualty lists) that you can only read if you screencap them, that doesn't mean that they were all lost.I was reading it on MA and thought the casualty list was from a single episode, when you asked which one I went back and had a look, which is when I discovered it was from at least two. Since they were all seen on screen (though admittedly some on a small LCARS display) it is canon, when she launched Voyager had at least 16 commanders and lieutenant commanders onboard, all of whom were lost either during transit to the DQ or on the journey home.
Since you've yet to produce the actual screencaps of your casualty list, your point does not remain. So far, all that's happened is that your point has been contradicted by the link that you yourself provided. My point remains that it seems ridiculously high for such a small ship on a patrol and recovery mission of the Badlands, without any explanation of what positions they held or duties they carried out.
ETA: Here is another link that might be helpful.
Not sure, some point after I lost interest in VOY. I was at Memory Alpha doing some research when it struck me.Which episode is it?
It was a 2 week mission.

A three hour tour.
It's all sort of akin to the old saying, "Too many Chiefs and not enough Indians".
