Whatever happened to Neelix's security training?

Did he decide to give it up on-screen, or did the writers simply abandon the storyline?

Which episode are you referring to?
I can remember him doing security in YoH, but that's it. I don't recall him enrolling in any security program other then that.

The only training I recall was an abortive attempt to feel useful in "Fair Trade."

He also manned the tactical station in "Unimatrix Zero."

That doesn't sound like it was an insult.

Saying someone is "not completely inept" isn't a compliment. Calling someone "inept" is basically saying you're a total fuck up.

Neither 'inept' or 'not completely inept' are necessarily insults. They can be honest evaluations of someone's performance, however:

We all know damned well Tuvok didn't mean it as flattery towards Neelix. Even Neelix stated in "Homecoming" that he felt Tuvok just "tolerated" him. It took Tuvok 7 years and Neelix leaving for him to even pay him a compliment.

No, but he was being polite. Tuvok may repress his emotions, but his manners are impeccable.
