I mean properly denounced live on the Federation news service?

Would there be widespread courtmatials of all the admirals who protected them? Could people in theory be extradited to the likes of the Romulans under 'intersetllar law'?

Or would the Fed president establish some kind of blanket pardon for anyone connected to save upsetting the status quo too much?

I think it would be absorbed by SF Intellgence. S31 has ships and great resources and could greatly benefit SFI.

Try proving it, though. If somebody publicly denounces Section 31, they will just look like a loon. People want to disbelieve in such an organization, and they will.

Section 31 is operating under the authority of the Federation charter. I don't know of any Federation authority that could do that within the bounds of the law.

If there was a threat to expose them and jeopardize their operatives and missions they would simply make those responsible disappear.

Most senior Starfleet officers know of the existence of S31 so it is in somewhat general circulation. Should those officers intentionally divulge the S31 info they would be subject to courts-martial. Starfleet itself doesn't have the authority to interfere in S31 operations.
