In this reality, the reason we see Yar and not Deanna is because Armus killed the latter instead. And Data in that timeline has no individual rights (indeed, Maddox and his team are working to reverse engineer him and create an army of Soong androids for battle purposes).

Knowing it would take centuries to get back, Picard and the crew decide to stay there and start their own Federation in that galaxy, hoping at some point in the future the two Federations end up becoming one.
