What technology do want to see developed

A mass driver is just a device that accelerates an object using electromagnetic force to a certain speed (escape velocity in this case). It'll be used for launching payloads into orbit.

I want to see the development of clean, renewable, and sustainable energy technology that allows us to move away from our dependence on fossil fuels.

Global oil production may already be at its peak, meaning that the worlds energy demand could start outstripping the supply. Because of this I fear that we are running out time to transition to a new energy infrastructure.

Ah thanks. That was a decent book by Heinlein wasn't it.
 
Nanotechnology.

And biotechnology.

So that post-humans, free of disease, and stronger and smarter and long-lived, can, free of want, move out into the stars.

Yeah, why drops bombs on an enemy nation when you can just hit them with a few dozen category 5 hurricanes and a major outbreak of tornadoes?

It was an attempt to make you aware of the possible consequences of the technology you want to see developed. Anything powerful enough to alter the weather patterns in the Earth's atmosphere could be used as a devastating weapon.

Well, the thing is that any technology can be used as a devastating weapon.
As for weather control grid ... oh I would argue that it wouldn't affect Earth that much if it would only be used to prevent potentially disastrous events or life threatening weather combinations from being formed.

The Feds probably only use those systems to stop extremely dangerous weather phenomenon to take place that would potentially threaten peoples lives ... in effect, nothing drastic that would affect a planets ecosystem.

Also, in light of the inevitable decline in the usefulness of anti-biotics, some useful treatment to replace them. I've read about some sort of Russian development that mirrored use of Penicillin in WWII, a bacterial anti-virus concoction that basically shouldn't ever expire in the same way as Penicillin does.

Oh, hell, by that logic ANYTHING is a weapon. A car's a deadly weapon. Airplanes are deadly weapons. An aerosol can is a deadly weapon if it contains the right biological agent.

If we wanted to point out all of the negative side effects to things that are (or have been) a boon to mankind, we could be here until the sun exploded.

That doesn't change the desire to develop technology to help mankind.

Yeah, but weather control is really, really bad. A standard hurricane has the power of several hundred nuclear weapons. A force that could negate that would have to be at least that powerful. We've only got one atmosphere... I'd rather take my chances with the storms than with people controlling the storms.
