TNG-VOY makes sense, that's the logical progression of Replicator technology.
The whole using Laser-like Beams to make a object seems primitive in comparison.
PIC can be forgiven in that most of that replicator like tech was used in civilian settings.
Civilians can use whatever tech they wanted, even if it's a bit old fashioned.
