What makes a great Trek story?

TOS did, and SNW does, every kind of story imaginable, and score hits all over the place. It's a matter of how the story's told, more than a specific recipe.
I think the problem, as others have pointed out, is that TOS had 24-29 episodes per season. The Berman era shows typically had 26 episodes per season.

When you are churning out that many episodes, you can do one-offs that are out of left field. And you can also have some clunkers. And neither of those things really detracts from the whole.

With SNW, when you do a musical episode and a puppet episode and so forth as part of a run of only ten shows, it starts to feel like you are wasting valuable time.

Don't like 3 episodes of season 5 of TNG? No problem. You have plenty to still like.

Don't like 3 episodes of SNW season 3? That's 30% or nearly 1/3 of the season down the drain for you.

Don't like a storyline from PIC season 1? I'm very sorry for you. Many next season will appeal to you.
