1. Arsenal of Freedom
I wouldnt list it first, but its nice to finally see some love for this one.
For a long time, The Chase was my favourite, with Arsenal of Freedom somewhere in the top 5. But over the years, I've found Arsenal to be the more rewatchable, and enjoyable episode... just!
... is a great episode, I enjoy rewatching it.
With TNG's original airing so long in the past, that's now my main criteria for choosing favourites. Some of the more established TNG classics that I didn't include, or rated low in the top twenty, were splendid viewing the first time, perhaps even more enjoyable on original airing than some others on my list. But for me, now, it takes that kind of enjoyable rewatchability to still count an episode as a personal favourite.
The episode that I usually dig through my disks to watch again is The Chase (as opposed to being lazy and dvring them off the tv)...letting the pieces of the puzzle fall into place, watching Picard walk into the dark observation lounge, the Kurlan naiskos, Prof Galen suddenly be attacked...the scene where Geordi tells Picard and Crusher the mathematical pattern is a DNA based algorithm still sends chills down my spine.

I think the very first topic (certainly within the first half-dozen) I replied to on this board under this username, over a decade ago, was a Top Ten of TNG. I guess with inflation, a Top Twenty is now about right!
I enjoy lists...its neat to see how they can change over the years. Mine has stayed pretty stable for both TOS and STNG though since the end of the series.
