Well, Michael Ansara was Syrian-American and thus not really white per se, but yes. TOS Klingons were largely white actors and extras with brown makeup and thick eyebrows and facial hair.

Enterprise looks one way one year, another the next, then totally refit to a radically different appearance than both a few years later. Starfleet changes uniforms every time some Admiral gets bad gas. Trek's remarkably spastic and flaky for a fictional universe with such good internal continuity.
