Purpose of alterations from prototypes to standard models are to get rid of these sort of things,

It would be the same as after the US Civil War, that if instead of blanket abolition, that the powers compromised in so that now only black people who were retarded or have an IQ below 50 would qualify as slaves, since they were too stupid to really value freedom...
