What if the Dominion became in Voyager as well?

No, because the Dominion had been established as having ships that could easily be destroyed without much harm coming to the attacking Fed ship in DS9 itself. Plus they'd also have been shown as having too many other enemies to deal with to send an armada after one ship.

In other words the Dominion had been allowed to have the time needed for proper development so the idea works out more, unlike the VOY aliens who were never given proper time or development thanks to negative audience reaction (no matter how cool those aliens were).
 
Only crazy people would say that Voyager was STILL an Intrepid Class Starship after perhaps the end of even the first season. That after all the weird inventive pie in the sky deep thought revolutionarisms and pick pecking from other alien and distant cultures including the Borg they stole from and traded with, and all that had been done to that rickety barge to keep it space worthy (Voyager had shields designed by a Q for smurfs sake!) it's hardly the same ship that set forth for a 3 week tour, a three week tour...

Intrepid REFIT... At the very least.

In one of the Leah Brahms (Goodness she makes me quiver) episodes of TNG, Geordie was showing her an engine modification he'd juried from scraps and spare parts, and she's all "wow! that's impossible! the finest minds in starfleet have been working their asses off for months and we almost have something just like this on the drawing board for the next generation of starships, we're YEARS away from putting it into practice... But you just built "it" because you needed "it"?"

Necessity, mother of invention, for sure.

The rest of the production line suffered a stunted and parallel evolution with respect to the colossus man-of-war Voyager became, because no matter what did happen to them in the AQ during Voyagers absence, it's unlikely that they would have deviated so extraordinarily off factory specs as their sister did because they had all the spare parts and star bases they needed to keep every thing looking like the plans that made the class years earlier.

The route to the wormhole would still result in 75 years of trip.
If you check Voyager's location and it's relative distance from the Ds9 wormhole and from the Federation, you will notice that both locations are roughly the same distance away.

It was safer for Janeway to take the route to Earth because she had 0 guarantee the wormhole would remain open by the time she reached it and because the time involved would be the virtually the same.

I would have done the same thing in her shoes.
Besides, our heroes knew that the Borg came from the Delta Quadrant, but they couldn't pinpoint their exact location and hoped they could avoid them.
Furthermore, Voyager was a tiny ship, and had there been no species 8472, it's possible that the crew could have gotten outside of Borg held territory without provoking them (the Borg will ignore you until they perceive you as a threat after all).
