What if Garak had remained on Empok Nor?

Recently watched that episode, and it was better than I remembered! Anyway, it made me wonder...if Garak had been rendered immune to that drug and decided to go back to Empok Nor, what would he be able to accomplish there? With Cardassia backsliding more and more under the leadership of Gul Dukat, Garak's influence aboard DS9 was powerful...but what if he commanded an entire abandoned space station? Sure, he wouldn't be officially recognized as the commander by most governments, but if he got the place up and running and started inviting ships there, or even just used it as a secret spy base, hmm...makes you think, doesn't it?
 
Commanding an abandoned space station says it all really.

It's empty, who'd he command? He'd have less influence than he does now. And, I doubt even Garak has all the necessary skills to get an entire space station up and running single handed.
 
I don't think Garak would be the best Cardassian in a leadership position, but instead I wish they made Legate Ghemor (from Second Skin, and later Ties of Blood and Water) as a government-in-exile along with members of the Detapa Council (who, I'd imagined, weren't too happy with Dukat joining the Dominion...at least not all of them). Having them operate from Empok Nor, with Garak as their one man intelligence agency would be an awesome story.
 
It's an empty space station... about the only chance he would have had to do anything is when the Ferengi traded Keevan for Quark's mom and when Dukat later set up shop there. He's not a command type and he already has a secret spy base. It's called a tailor's shop.
