Serious question: Is Discovery a hard reboot, that ignores previous shows?

No; it's set in the same universe at TOS, TNG, etc. Characters and the timeline will therefore be faithful to what we have seen in those shows. However, Fuller did say there would be 'new aliens' and 'reimaginings of existing aliens' so we can expect a visual update to make it more relevant to a new audience. This is unlikely to be a retro-looking show, and will update it's look to reflect new technology since TOS aired...
