YES. My friends and I have literally been talking about using transporters to destroy equipment (since we've seen that beaming through shields "incorrectly" results in mangled stuff) for DECADES. But, as you describe it, this would almost certainly be a tactic used by a Federation enemy. Because if Starfleet was doing it, they would target the enemy's computer core, instead, to disable the enemy rather than kill.
