This was my thought as well. Vulcan pacifism was also mentioned in TNG's "Reunification" (though that was some time later, of course, I think the basic Vulcan philosophy is thought to be the same.)

That's why I posed that the distress call was sent from space or on a moon base, having detected seismic activity remotely. In fact, I cannot remember exactly when Nero started drilling -- whether it was before the message was sent or after Enterprise arrived.

I don't think we know exactly whether the message came before or after the drill started, but it was already going when Enterprise showed up, it was one of the first things they mentioned.
