What expectations did you have for Moffat's tenure?

From a technological standpoint, that makes sense. From a story standpoint, it's not a good thing. The TARDIS then becomes essentially an indestructible avatar for the person controlling it. Imagine the Doctor on his adventures but instead of being at risk he's in his TARDIS projecting his avatar and controlling it. He becomes the indestructible super hero. It reduces the drama.

Chameleon circuits in DW (the TV show) have always been presented as creating an unchanging image for a given environment. There are good story reasons for that.
 
Well technically if a TARDIS had a working chameleon circuit couldn't it just constantly change shape and mimic a living person?

I don't know. On TV we have never scene it. Both the Master and the Rani had fully working Tardii. Based on that: no.

But then, it's made up science with no consistent rules. Based on that: sure, why not?
