Anyway, there's a scene on the bridge where Riker is trying to talk to someone on the viewscreen. But a loud noise comes through, and Riker just turns around and walks away with his hands up in the air.

My dad and I would crack up at Riker's reaction all the time, but it's been so long, I don't remember which episode.

It was from the viewscreen. As I remember, Riker was trying to talk to someone on it. And they/it weren't being responsive, and didn't want to hear Riker anymore, so this long, loud beep came through. And Riker turned around and walked away with his hands in the air, almost as if saying, "I give up."

I know it's a random scene, so it's unlikely anyone else would remember this.

I think you may be remembering elements from several episodes. The only time a bridge officer in red raised their arms and said "I give up" that I can recall was Janeway. I cannot remember which episode.
