PLEASE tell me you are not serious, that a Trek novelist wrote that a MUGATO was a crewmember of a starfleet vessel... have these people no shame? Almost as bad as whichever early Trek novelist had a horta crewmember... wait, not nearly as bad as that actually, but still bad.

Peter David crafted an excellent story arc, played out across numerous instalments of "New Frontier" which featured a secondary character who happened to be a lone, sentient, "tame" Mugato working as a Starfleet security guard. The storyline works perfectly well, although initially Pocket Books was told by then-Viacom Consumer Products to remove references to a species name (except, in editing, a stray line was left intact). The physical description (he also cameos in the WildStorm NF comic one-shot) was that of a mugato, who, inexplicably at first, speaks with a refined British accent. The final instalment, "Stone and Anvil", is the backstory on Ensign Janos and everything is explained logically, including how he came to have sentience, the origin of the accent, and how he was befriended by a Starfleet captain. It's an excellent read. But, obviously not for General Kang's tastes.
Diane Duane created Naraht the Horta for her "Rihannsu" novels - and what's wrong with that? He's a great character, and has made many appearances in the novels and comics. Why should all crewmembers resemble Screen Actors Guild members on any science fiction universe set two and three centuries ahead, especially in a novel or comic tie-in when imagination, makeup and physiology are no barriers?
