Always thought it was the Emperors way of keeping order in the fleet. Make a sex slave/spy for each captain, whos job is to pick his brain and when signs of grandeur thinking appear, take a knife and cut his throat to keep any one from trying to take the empire over.
Sounds kind of inefficient. I'd think that the Empire must have some rules about when you can or can't assassinate your superior officers -- Otherwise it'd be anarchy. Chekov's "No one will question the assassination of a Captain who has disobeyed prime orders of the Empire," suggests that there is some sort of rulebook or review process on that sort of thing. Who knows? An illegal assassination might even be tantamount to breaking the Prime Directive in the regular universe!
That might be interesting to see -- A Mirror Universe officer court-martialed when an assassination or execution doesn't meet the standards of the Empire!
