Nimbus III was introduced in TFF as an experiment undertaken by the Federation, the Klingons and the Romulans in 2267 as a means of improving relationships among the three powers, a venture that didn't appear to have been successful--although Korrd, St. John Talbot and Caithlin Dar were on friendly terms by the end of TFF.
The planet was never seen again, which makes me wonder what happened to the settlement there. Sybok's men commandeered the area to lure Kirk and the Enterprise to the system, but they had no reason to stay there once their mission was over. Sybok was dead, and it's hard to believe Kirk would simply have let his followers return to the system.
Come to think of it, were any of Sybok's men arrested or charged for their part in hijacking the Enterprise? And Korrd, Talbot and Dar were complicit in his plan to lure a ship to Nimbus III. Was each replaced by another representative? It would be interesting to see the planet revisited in a novel, but that's a discussion best had elsewhere.
