My most iconic Romulan: Soup Woman in "Unification I"!

"Unification" was the first Trek I saw with Romulans, and I clearly remember how their whole deal clicked into focus for me with that scene. Fantastic world building in her interaction with Picard & Data.

Toreth in "Face Of The Enemy" and Tomalak would be my other fav's.

And I also have to mention the Romulan with the most wasted potential: T'Rul over on DS9. Damn did I want her to stick around!
 
The unnamed commander from BOT wasn't what I would call a villain. Seemed actually like a decent enough fellow stuck in an unfortunate situation. Now, Decius - he's a piece of work!
He was an adversary and an antagonist, though reluctantly. He did kill all those people on those monitor stations and tries to kill our heroes out of duty. An anti-villain?

TOS, why didn't you give names to your Romulans? Other species got to have names!

Most of the rest of the list I didn't like. Oh, Narek and "dundunduuuun Sela" were/are dreadful characters.

Some have names. Usually the underlings, Decius and Tal.
 
Nero wins by a landslide. He managed to not only enact his revenge against Vulcan, but have two Spocks watch it. It wasn't his complete plan, but pretty sure no other Romulan had anywhere near his level of success.
