What are your ideas for "fixing" an episode?

Alternate Shades of Grey fix: Picard decides the observation lounge needs a new coat of paint. He's settled on grey, but not on an exact shade yet.
The senior officers spend half the episode arguing the merits of one shade over another, and the other half watching it dry.

Do they try 50 shades?

The writers strike was between seasons 1 and 2, it had nothing to do with Shades of Grey, that happened for budget reasons alone.
Yup. That's what I originally thought... but couldn't remember anymore... because I'm old now lol. I think it was more due to some confusion about how many episodes they were contracted to make. SoG was one they hadn't planned on & kind of threw it together last minute IIRC

So did Season 2 have four less episodes because of the Writer's Strike, or because of Budget Reasons?

so it looks like the writers strike caused the budgetary problems because they were unclear on how many episodes they were contracted to produce during the shortened season.

The writers' strike caused the season to be 4 episodes shorter than normal, but several episodes, including "Q Who", went so overbudget that it decimated whatever money was needed for the final episode to be produced, which is why "Shades Of Gray" is a clip show. (Which, for the era it was produced, a typical cost saving measure for shows that run low on money.)

Shades of Gray was nothing exceptional, but I don't really consider it bad. It was a necessary concession to a bad situation.

So basically my initial assertion was correct. Maybe my old man memory wasn't so bad after all lol. If I had to look over the season at some other episodes that spent the lion's share of budget, A Matter of Honor looks to have had a lot FX & alien makeup costs, & as a result is one of the better episodes that season

That is likely one of them. Ironically, "The Child", despite it being pretty much a bottle episode, is likely another. Ten-Forward debuted here, and that was a permanent set. As such, it's cost is much higher to build than a swing set, such as one with alien planets. Plus, Whoopi Goldberg. She may not have asked for a lot of money due to being a fan, but she certainly couldn't have been cheap, particularly since she won a Golden Globe and was nominated for an Oscar by that point in time. She was in at least 5 episodes that season.

I am pretty sure the bridge was moved from one stage to a larger one, so that likely added cost.

If memory serves me, budgets for episodes could be carried over to later ones, allowing a bit of breathing room. But that also backfired, as it probably meant being overbudget for several in a row without really realizing one last one was still needed to be made.

And yes, in a sense you were right... time, after all, is money. And a lot of valuable production time was lost at the beginning of the season.

I kinda feel like Outrageous Okona wasn't a terrible idea. Just the writers had no idea what a man who is good with women actually acts like.

The writers may not have had any experience with women. Not trying to be a jerk, but it might be true. there are some episodes where the premise is awful to begin with.
I think a lot of the endings just were too clean. Everything was swept up and things were great.
The episode The Outcast wasn't particularly good, but the ending was easily the best part. Riker leaves the planet really shaken, and you can tell that it will stay with him for a while.
I like the ending of Symbiosis too. I tried to imagine what it would be like for the 2 people from the drug dealer planet after the effects of the drug wear off on the other planet. They were basically trapped there.

I don't believe that the major sets - bridge, engineering, transporter - were ever moved, but there was one set that was moved between season one and two. It may have been the briefing/observation room.

IIRC, the majority of the TNG sets were repurposed from the films, and they were all located together on one soundstage. The bridge and one or two other new constructions were built on a second, smaller soundstage.
