She appeared to have been a rather well adjusted child who loved her family until she was indoctrinated into a 2-year Hunger Game style kill or be killed scenario and was rewarded for her efforts. Georgiou was created by society and circumstance while Hitler was just being himself. Georgiou was capable of change and growth and openly acknowledged that she was a monster. Once free of the Mirror Universe environment, she developed a conscience and worked to make up for her actions. When the end of her reign came, she was perfectly willing to accept the judgment of her people, while Hitler ordered scorched Earth and killed himself to avoid capture. Hitler would have never become the "monster with a conscience" that Georgiou described herself in the Section 31 movie. If Hitler had been given the same opportunity that Carl gave Georgiou, he would have done everything exactly the way he did before, while Georgiou tried to do things differently. Your premise falls apart at even the slightest scrutiny, and is quite frankly insulting to Hitler's victims, Holocaust survivors and their descendants.You do know the definition of 'conceptual' ?

Yeah, and of course Lily Sloane is a more sophisticated take on that character, as she's able to puncture Picard's veneer unlike anyone else on the crew.There's a lot to be said for Ralph Offenhouse being an unintentional source of wisdom in Season 1 of TNG. He's a vulture capitalist of the worst kind the 1990s could produce but still has insights and sees angles Picard and Riker either can't or won't thanks to their enlightened late 24th century Federation values.
Offenhouse is 370 years out of his element, but somehow still helpful and teaching our heroes lessons.

Anyone who thinks Georgiou actually reached the level of "redemption" clearly wasn't paying attention to the story. She was irredeemable. So was Garak, for that matter. The point is they both saw the error of their ways and then strove to do better. And that's all anyone can ask of any of us.I know a lot of people don’t like Georgiou’s redemption. I can’t say that I totally blame them, but watching Yeoh in the role was quite fun.

On the one hand, there have been huge paradigm shifts. On the other, the stories focused on abuse, and healing tended to occur off screen. Of course, screenwriters can't, and shouldn't, attempt to give detailed accounts of how medical interventions work, lest they pass incorrect information. I think we can push all those examples from TOS to the side.
